Yes, we've been in Hershey in the winter (at Christmas time) and the weather was cold and crisp. The skies were blue and clear. There were patches of snow but it'd hadn't snowed the week we were there. We were there about 4-5 years ago maybe.
Hershey is lovely. I also recommend going to Gettysberg and hiring a personal guide to take you around the battlefield. They are authorized by the park service but are independent guides. Ours was fantastic and we really enjoyed the tour.
I really wanted to go to the Amish country but we were visiting our inlaws and didn't have the extra time. I do recommend you check that out though as others have told me it was worth it too.

are you going to the park with the kids ? They have the Candylane as posted above, but many of the big kids' rides are not operating. I find it is more oriented towards little kids that time of year.
We usually go in about 2-3pm, do the rides and try to be walking out of the park about 7pm. Usually there are hoards of people coming in then and we are cold and ready to go.
