Carmel and budget accomodations don't exactly go hand in hand. It depends on what time of the year. Prices will be highest during the summer months. Carmel is a pretty exclusive town and well worth visiting but it is not geared to the budget traveler. You may consider staying in Monterey which is pretty close by. Last Feb. stayed at the (well rated) Best Western Carmel Mission Inn. Not sure of what economical means to you, but it was about $80/night. Easy location, right off Hwy. 1.
I really enjoyed the convenience of the place -- you can park your car and have everything right there. Within crawling distance of the north door there's a nice little restaurant, Sherlock Holmes' Pub. To the south across Rio Road (walking distance) there's a little mall with a great Mexican restaurant, Chevy's. Gas and groceries right there, too.
