no, ocean beach is at the end of GG park, but it's not the same beach that's under the golden gate bridge. the name of that beach escapes me, but you get to it by driving through the Richmond district to the end. you can go there, i've been there but it was about 7 years ago.

Prettiest views from Marin side because San Francisco is in the background. Head across the bridge toward Sausolito. Take the sausolito exit. Take the first left turn down the hill toward the Ocean. Continue along windy road on barren hills looking for a vantage point that appeals to you. Great area for a picnic and views of the ocean if you go out far enough.
My favorite and most dramatic view is from just below the Palace of the Legion of Honor. Awesome! You are right on top of the bridge and views are spectacular as you walk along the cliff's edge toward Sea Cliff.
To get under the bridge, go through Sea Cliff following the signs for the Scenic Highway (well marked), into the Presideo and follow the signs to Fort Point (fun to tour) and, .... look up. On a clear day, this is a fantastic area. Again, great for picnics.

I guess I've seen way too many pictures of the bridge from the Marin side. Beautiful, but overdone. Here's some from the beach (not mine):
