My original reply was just going to be that I've taken frozen cookie dough overseas with no security problems (frozen solid, with frozen ice packs, inside an insulated lunch bag - still chilled when we landed). But now I'm quite curious as to what makes those Canadian potatoes so special!

I checked in canned caviar - it was not frozen when I bought it, but arrived extremely cold to the destination. The cargo area gets brrrrr freezing.
I don't think properly packed frozen food (insulated) will unfreeze.
Is "canadian hashbrowns" a slang for something? Just asking
