$200 a night is very low in San Francisco, especially during the run up to Christmas. When looking at room rates - understand that most do not include the very high state and city taxes and other city/hotel imposed fees. To get a room under $200 total the basic room rate would be about $150. I would go to booking.com and enter in your dates and see what is available.

It is also low for Carmel - more budget friendly properties are in Monterey.
