I guess people are a bit puzzled by your question: what do you mean by "viable"?
Sure, it's very viable to drive between Santa Barbara and Santa Monica. Thousands of people do it every week. The road is a four lane highway and easy to drive, except in peak traffic hours.
Lunch in Malibu? Just do a search on Fodors and you will find a lot of recommendations for restaurants in the Malibu area.
