Debbie - We've found that the end of October up until Thanksgiving is relatively slow. By slow, I mean it can vary from waiting 10-15 minutes to walking right up to a ride and getting on.
One thing to keep in mind though is that when many people think of Walt Disney World, they automatically think of the Magic Kingdom, and I can almost guarantee you that there will be more people in that park than the other ones.
Finally, in my humble opinion, Disney is an expert in making your waits in line seem not so awful. Almost every attraction has an attractive queing area with things to look at while you're in line, and they wrap them around in such a way that you don't really realize how long the line is until you've been through it. The one exception would be most of the rides in Fantasyland at the Magic Kingdom, where sometimes you can feel like cattle.

The 2nd week in September wasn't bad at all.. Hardly any lines, only at the most popular attractions there may be a little wait.. 10 -15 minutes top. We also went the end of February and it wasn't long lines.
The fall would be a great time in my opinion.
