WAIT: From the first link, check out #5 and #6 in the list:

5. Rule 240 transfers apply only when the cancellation or delay is due to factors within the airline’s control: mechanical problems, lack of an airplane or crew, a schedule change, or such. It does not apply if the delay is due to a force majeure event: weather, a strike, closure of the airport, and other “acts of God.”

6. In case of a force majeure event—or if you can’t find an acceptable alternative flight—your original airline is required to give you a full refund of the unused portion of your ticket, even when your ticket is “nonrefundable.” But that’s the end of the airline’s responsibility. If you opt for a refund, you must pay whatever the going fare is at the time you buy a new ticket.

Notice in #5 they mention a schedule change.
A "force majeure event" (ie- delay due to weather) states in #6 the you're entitled to a refund.

Just for the record, i don't fly/travel that much, and have never had to envoke these rules myself, but i thought i'd share what i've read (so no slamming if u disagree)

LIGGIL: see #6 DOES apply to weather delays (as i interpret it at least)

The airlines say that refunds take 1-2 billing cycles. That is two monthes before refunds are credited back. They are having alot of refunds to do so it might even take longer than that.
