I'm not as familiar with Baltimore as I am with Washington but I've found the traffic in Baltimore not as onerous. As for a quick way into Baltimore from Columbia- Rt. 29 north to Rt. 40 which can be taken east into the city. Finding your way to Wilkins Avenue in SW Baltimore may be helpful.

Three years ago, my husband used to do this commute everyday. It took him 20-40 min depending on what time he left and how bad traffic was. Usually 25-30 min. He always said it was shorter when schools weren't in session.
It depends exactly where you are coming from in Columbia but usually the fastest/best way is to get on 95N and then exit to downtown (assuming you are working within a 10-15 block radius from the Inner Harbor).
