The City Club is on Club Row, so named because the Harvard, Princeton, Columbia, and New York Yacht Clubs are on West 44th Street. The Royalton Hotel is directly across the street. Thus, the hotel is well located. It also has a great restaurant (DB) in the Boulud empire.
The hotel is still in its soft opening phase. The Grand Opening is slated for 1 August. In the mean time, you can only book the lower two categories of rooms and the Grand Luxe rooms are only available upon check-in, if at all. The rates, though, are pretty good.
I have been in the restaurant several times, but have never seen a room. The hotel is definitely smaller and more intimate than most NYC hotels. However, you will probably experience some pre-opening kinks in service, etc.

Yes on both counts.
www.cityclubhotel.com.
They have a few self-congratulatory articles on the site and you can book a room there, as well. However, if you call directly, they may have better rates.
There is also a short blurb in the new Travel & Leisure magazine.
