you may be thinking of Taste of Chicago which starts the last week of June and runs through July 5th (usually). Its held at Grant Park which is across Lake Shore Drive from Lake Michigan. Any hotel in the loop area would be an easy walk, or, depending on your ambition, you could stay on North Michigan Avenue and walk down (about 1.5miles maybe) but do the window shopping, bar hopping, people watching in restaurants on the way. There are several festivals in Chicago that revolve around food (and music).
Perhaps you are referring to the Taste of Chicago? If so, it is a jam packed grouping of 1 million or more people in a hot sweaty environment eating with their fingers, not enough restrooms, long lines and too much beer. Usually takes place around 4th of July. If that is a good time to you..go for it.
It takes place in and around Grant Park near Soldier Field/Lakefront. Any of the Loop or Michigan ave hotels are close enough.

no problemo - we usually go as soon as the taste opens at 10 or 11am and definitely not on July 3rd. Take your own handy wipes and napkins. If you're there early or between 4 and 6, its not too bad. But again, avoid the 3rd and 4th of July if possible.
