I'm glad you cleared up your title with your message. I was having a hard time trying to figure this one out.
Actually, I think the next best thing is to pick the bar that is the most open to the gambling area. I found it interesting that drinks in the open bar near the center of the Bellagio Casino cost less than the same drinks in their bar that is closed off and faces the fountains, even if the fountains aren't running. Downtown bars really charge less, but again it is cheaper if you are sitting at a bar within a casino than if you aren't.

If I'm wrong, maybe someone will correct me, but I think the name of the place is O'Sheas between the Flamingo and Harrahs where you can walk up to the bar and get a free margarita if you show them your out of state license. Be nice and drop a buck or two in the tip jar. The last time I was there people were getting their freebie and leaving. The bartender didn't seem to appreciate it. It was a good margarati with some kick. Grab one and keep on walking down the strip.

On the strip though, O'Sheas mentioned above has cheap drinks, as well as the Casino Royale. (just an FYI, these are NOT "high class" establishments, but the drinks are COLD and CHEAP).
