I'll be hoping that today's snow will be long gone when you get there. We often go to the cape off season and there are some places for lodging and eating that are open. We usually focus on the area from Eastham to Provincetown.
We visit the two National Seashore Visitor's centers, take advantage of the free parking at the beaches and hike along them and in the trails in the National Seashore.
We always walk along the main drag in Ptown and stop in ones that are open. We don't do late nights, but there are some spots that are open. It is a place where people live all year so there are the usual activities that folks do in many small towns.

March is really too early in the season for Cape Cod. Hopefully you’ll be able to walk the National Seashore okay — though if today’s big snowstorm still has left enough snow around by then, that may not even be an option. And a seashore walk may get cold and windy regardless.
Expect a lot of stores and eateries to be closed, unfortunately. You may have your best luck in the city centers of the largest towns like Chatham, Falmouth, Hyannis, or Provincetown.
