I don't know too much about the Canadian sites, but I do know that Provincetown on the Cape is one of the richest whale grounds in the world. A 1/2 hour boat trip takes you out to some incredible whale watching!

Also the harbor at Gloucester, Mass. We saw dozens of whales on this exciting whalewatch. Easy drive from Boston.

Tadoussac QC is my top choice given the success we had while there; my mother went to Cape May and very much enjoyed that, but I can't speak from personal experience.

We've had good luck at Tadoussac as well.

But trips out of Provincetown are usually pretty successful. Believe trips from elsewhere on or near the Cape (Plymouth?) and from Boston hit the same grounds.

Stellwagen Bank is where the whales are and Provincetown is the closest to this area.
