Or Sat night in the Gaslamp in San Diego. These young girls (who look like Sports Illustrated Swimsuit Models) - wear cocktail dresses that maybe come down to mid-thigh - and have the barest of straps/coverage on top (no bras of course) - plus they love the 5" or longer heels.
Have seen about everything in California over the years and that's saying something (What - going back to the swining 60's and 70's/SF's Haight Ashbury/Marin county love ins, etc,) - and even I did a double take when I was out for a rare late evening downtown here in SD - and hit the street - following seeing The "Love Doctor" - Craig Shoemaker http://en.wikipedia.org/wiki/Craig_Shoemaker do his comedy schtick at the theater in Horton Plaza.

Cheyenne Frontier Days is pretty interesting- real cowboys, fake cowboys, buckle bunnies, big hair, no hair....
Sturgis is pretty interesting too.

Pioneer Square in Portland Oregon is good.
Any international airport terminal will give you a few good hours.
A local Little League baseball match.
Going through security in an airport (if you are organised enough to be able to look around).
The waiting room of the small animal veterinary hospital.
In front of the primate centre in a zoo.
The Farm Store in any small town.

Hey - if you really want to see something different - try ComicCon in San Diego. More diversity than on Haloween in San Francisco.

Venice Beach, LA... ye, man, major wacko dude bum weed smokin' hot chickas hangout.
My local pizzeria has weirdos coming in often, worth a look.
I just like to sit in the middle of Times Square and check out the tourists. I get asked to take snap shots alot.
A lot of celebs are around and/or inside of Central Park.
