I haven't snorkeleld Pennekamp in years, but it was spectacular at the time.
I just snorkeled off Key West in August and had a great experience there. Swam within a few feet of a nurse shark, saw schools of huge tarpon, and lots of barracuda. Some jellyfish and lots of colorful fish. The reef was shallow there so you could see everything. Don't remember the name of the boat, but it was one of the ones that makes two reef stops instead of one.

I'll add...when we were in Key West last fall we went on a snorkel/kayak trip. It was wonderful. The web site is http://bestonkeywest.com/reservation...rireserve.html
Not as good as Pennekamp, but still a great day! We had sharks swimming next to our kayaks in the mangroves!

Pennekamp is very nice and if you are coming on a day trip from Miami, it's the place to go. I like the boats that go from the state park. However, most folks would tell you that the best snorkelling and diving in the Keys is at Looe Key - accessed from boats that leave from Big Pine Key - mm 29.
