I would second the Lawrence suggestion. My daughter attends KU and I was blown away by the town when she first transferred up there. It has a neat small downtown area, lots of mature trees, lots of hills, and seems to be a town with a fairly developed music scene.
If he wants nice but pure suburbia, have your brother look at Overland Park.

Manhattan? Nice college town. Here's a review page of its high school:

Kansas is a big state with lots of OPEN space. I wonder what brings your brother to KS, and what he plans on doing as a resident? That will be helpful in answering your question. Not many people simply choose the entire state of KS as a possibility for a home! It could be one heck of a commute!

Try Hutchinson. Several area schools with local football team winning 6A state 4 years in a row. Hutchinson has great shopping and many restaurants. There are also many local attractions. The Kansas Cosmosphere and the Underground Salt Museum-you can go 650 ft. below the surface and see the salt! If you are looking for convenience, we are only 50 min. from Wichita and of course, many more options. Come and try it out!

Wichita is a nice place to live. Lived here all of my life. As far as the school system goes the local schools are not bad they have done well according to reports in the paper, but the big benefit in my mind is that by living in Wichita you can choose to send your children to any number of smaller schools that are in the towns that surround the city, gives you lots of options. Also there are religious and regular private schools. Wichita would be my choice. College towns like Lawrence will start to drive you crazy after a few days; the traffic is nuts and good luck trying to find a professional career there.

I go to Wichita for business all the time and I love the town.... great restaurants, shops, etc.. It has a lot of business/industry there too.
I have been to Huthinson and could not get out of the town fast enough. The temperture dropped dranmatically while I was on business and I needed a coat - where are the stores??? I saw one mall - the anchor store was Sears. That was it.
WIchita is upbeat!!!!

You mentioned the high school being important in the decision -- I know the Lawrence high schools (they have two) are very well thought of. They are known for excellent academics and fine arts (we don't live or work there -- this is just the reputation.) Derby is a fine place to raise a family, but the high school is huge, which I don't necessarily regard as a plus. I believe it is the biggest in the state.

I highly recommend a suburb of Kansas City on the Kansas side of the state line - either in the Shawnee Mission or Blue Valley School Districts (Johnson County). There are many beautiful neighborhoods to choose from. The northern part of Johnson County has older homes with mature trees and large lots and is closer to the Plaza. The southern part of Johnson County has newer homes with lots of amenities close by. It would be a matter of personal preference. Either way, Lawrence (a wonderful day trip!) is only 45 minutes away.

I grew up in Kansas, Stay away from Lawrence. The street system is really bad, Housing is high and the snob level is the highest in Kansas. Liberal city should be it's name. Drugs dealers and gay people are everywhere. gays walk hand and hand and kiss in public and people smoke pot in public on Mass st, It's a terrible place for kids. Parents who send their kids to college there have no idea whats going on. They would be shocked. I agree a suburb of KC is best or Topeka or Manhattan. Small towns I'd say Wamego, Tonganoxie, Desota or Holton. Wichita is known as the arm pit of Kansas and Junction City is known as the B*** hole of the state. We moved to the west coast and love it. Please consider a suburb of KC like Gardner. Good luck
