Do you literally mean downtown, because in Manhattan, that's a specific neighborhood. Or do you mean more generally in the city?
Also, no one hotel is close all "attractions", so you're going to have give us a few ideas of what attracts you--what do you want to do while there?
And lastly, hotels in NYC tend to be expensive, but there are options at all price points. So please define "cheap", and don't be shy. There's no judgment, just a need to know exactly what price point would work for you so we can give specific suggestions.

We go to NYC periodically and what drives our hotel decisions (and believe me, we have enough money to stay ANYWHERE) is/are:
what we are going to be doing as in shows, opera, museums, etc
how we want to GET TO THOSE and how far we want to travel to them; we do NOT EVER use Uber or Lyft, for example
what is important in terms of where we stay and no we are NOT people who "just use the hotel as a place to drop your bags."
NO, I am NOT "trying to make this too complicated" but rather encouraging you to think about all the factors that will make your trip a success and memorable.
It is IMO, a lot more than knowing your budget.

some good questions posted for you to consider. Do you like to be around a lot of people, then perhaps times square area would work. We like neighborhood places on upper west side like NYLO or Belvedere. Budget is ALWAYS a must when asking about NYC hotels.

If I go to NYC I stay at the Jane, which is around 12th and the Hudson river, but that's so cheap the bathroom is down the hall.

The recently opened 1 Brooklyn Hotel in Dumbo is very cool. Great lobby and roof-top bar.

We too like the Belvedere, as it is:
- short walk north to Central Park/Columbus Sq
- short walk to Restaurant Row, Theatre area, Times Sq
- short walk to subways along west side; therefore to Freedom Tower, etc
- reasonably cheap
- clean and quiet; kind staff/service
We had three rooms there two summers ago with our out-of-towner kids from CA and our local NJ kids and our six grandchildren. Fine and dandy. Also, very good basic Italian pizzeria/restaurant few doors down which all loved for lunch.
Why would you want to stay in Brooklyn?? That requires the subway, which service has not exactly been stellar these days (umm, A train injured 3 dozen on Tues w derailment...). Manhattan is best served with your two feet.

We really liked Hotel Beacon, which is upper west wide near the Museum of Natural History and Central Park. Rooms were large with a fridge and microwave, and there's a big grocery store directly across the street, which was great for picking up breakfast stuff instead of going out, which saves some cash. There's a nice subway station nearby, and it's not a far of a walk to others in the area.

Quick speedy ferries from the Dumbo pier to many stops in Manhattan. Great views of the city.
