We were warned when hiking to the Russian River Falls (near Cooper Landing) that bears were attracted to the salmon and that we should be on alert. We saw salmon swimming up the falls but no bears. It was a real thrill to observe the salmon jumping and struggling up the falls.
We did see a juvenile black bear on the trail at Exit Glacier; he crossed the path within ten feet of us. We have also seen (at a distance) a mother and cubs on the hillside across from the picnic area at Exit Glacier.

That was the way I took your question. Still don't know anyway else to do the bear flt tour from there. There may be a small operator that flys out of one of the other Kenai peninsula towns, but not sure. I know they do from Homer.
