Spring? Do you mean March or June or??? March / early April will be cool (or COLD) with rain likely. Late May / June will be mild and sunny -- might be foggy in the mornings. But all times the water is VERY cold (the surfers wear wet suits year round)

Given that the water is always cold, you also have to deal with fog, which can be a problem almost all year. However, in and near Santa Cruz, in the spring, it usually burns off by 10-11am or so, and can be quite warm after that. Arguably, one of the best beaches in the area is at Aptos (is that the one next to the entrance to the Marina?), a bit south of Santa Cruz proper, it catches less fog. But of course, the beach at the Santa Cruz boardwalk is very popular. The beaches and sand are great, it's the water and occassional pesky fog that's bothersome.

Santa Cruz is a great destination with great fun, however, it's not a California "fun in the sun" type place. Sta. Cruz is known for its surfing beaches and the great old fashioned boardwalk with the old wooden roller coaster. When you say Sta. Cruz around here, most folks think of surfing and old hippies rather than tanning on the beach. And, don't know what you are thinking about spring, but I would not make Sta, Cruz a destination until April at least.

Capitola State Beach -not too crowded in good weather. You have to walk down from the cliffs above so some people avoid it (but that's why we like it).
Sunset-Can park your car right by the beach (not always possible). They have picnic tables and a snack bar in the high season. Also has a pier to walk out on.
