March will still be quite cool, so if you want to go swimming you pretty much are limited to southern beaches and even then you might find the water a bit brisk. Look at beach areas in south Florida (think Fort Lauderdale, Miami or the Keys), South Padre Island, Texas, or anywhere in southern California.

As previous posters said, March can still be quite cool, so you'll need to go to southern FL, the Caribbean, or Hawaii (we flew direct from Chicago to Honolulu on our honeymoon, but that could be a long flight with a toddler) for warmer temperatures.
One thing to look at when you're booking a resort is that they have kid-friendly pools, if not an actual kiddie pool. My kids (currently 3.5 and 15 months) have a lot of fun swimming and playing in the water, but they seem to have a pretty short attention span for the beach itself.
