A number of years ago the federal government threatened to withhold interstate highway funds from any state that failed to raise its drinking age to 21 (many states still had an 18 yo limit at that time). All 50 states now have a 21 and up policy but in some communities the clubs/bars have an option of deploying an "18 to enter/21 to drink" policy. This varies from club to club and in some cases may even depend on the specific event (e.g. if a live musical act is appearing and expected to draw hevily from the younger age bracket this policy may be in effect). Hope this helps but there is no hard and fast rule other than must be 21 to drink.
