Accessibility of Yosemite Valley in January
Is Yosemite Valley generally accessible in January? We are not experienced driving in icy conditions so would possibly book a tour instead, if there are any at this time of year and if driving is dangerous. Thoughts?

Yes, Yosemite Valley is open all year round. Route 140 through El Portal does not go over any higher elevations so it's the road that stays open and clear when Rt 120 and 41 may close until cleared.
If there is an active snowstorm then they may put chain restrictions in place. You can check the level of the alert on the NPS website. Caltrans or the NPS don't care if you're driving a rental car - if they restriction level calls for you to have chains, you must have chains.

Tioga road across the high Sierras will definitely be closed at that time.

J62.... thank you.... now for a silly question from an Aussie who rarely sees ice.... if the roads are clear, does that mean that they are not icy / slippy or does it mean they are just clear of snow? Sorry for my ignorance.

Correct, if the roads are clear they are not slippy, or as we say here in the US slippery.
Unless you are out on the roads during or shortly after a storm there will be icy conditions, but road crews are generally very good a clearing off roads
