For a 21 year old, stay at The Hard Rock Hotel or The Palms. They draw a younger crowd.

Hard Rock is good for the younger crowd but also check out Mandalay Bay. You can stay at MB and take a short cab ride to HR and you can take the free tram to the other casinos close to MB.

Hard Rock Hotel is a great place for younger gamblers to stay, but the restaurants aren't anything special. Maybe take her to the Voodoo Lounge at the Rio. Or one of the restaurants at Mandalay Bay.
