Strikes around Puno affecting tourism
I don't think it's been mentioned here on Fodors, but there are serious civil disturbances in the Puno/Lake Titicaca area. Be sure to monitor the situation before flying into Juliaca, you may not be able to get anywhere further.

well put mlgb almost an annual affair in tourist season
causes many disruptions many companies can leave folks
in a lurch not reimburse for missed flights etc.

well worth it has saved my bacon in SA several times.
Last in Ecuador with civil unrest triggered by a
clueless presidente there.

So bad they've been sneaking tourists out of Puno in the middle of the night in dodgy cars 3 hours by back road to Juliaca to fly out to Lima.
Related to ongoing controversy over a proposed silver mine combined I'm sure with upcoming presidential elections.

Flights are running out of Juliaca but ground transport is difficult from Puno.
I think you will have to check back perhaps after the elecion to see what the next government does about the issue. Probably wouldn't book anything nonrefundable quite yet.
