car in valparaiso,chile

Hello,
Two couples are planning a trip in March. If we base out of Valparaiso for 4-5 days, is it necessary to rent a car to visit Vina del Mar and other beach areas or is public transportation the way to go. Thanks.

Driving in Valparaiso (let alone parking) is not a good (or even feasible) idea. The Merval light rail is the way to go. There's lots to see in Valparaiso, less in Vina del Mar, but the Musee Fonck is good.

We also have rented a minivan to drive from Santiago to Valparaiso for an overnight trip. We have 6 people. I plan on driving to Cholchaga wine country the following day. Does that seem feasible or better to go by rail?

Driving to the Colchagua valley is fine. Driving and parking in Valparaiso in summer is a nightmare. You can take a train from Santiago to San Fernando and then a bus to Santa Cruz from there for the Colchagua valley but there is no train from Valparaiso. The Merval is a commuter train.
