Who pays for a quarantine?

I asked this question before and never got an answer.

In a bad scenario where someone gets quarantined, who pays for it?

The cruise line, USA or the passenger?

in Australia the government pays for Australians coming back from a cruise or a flight.-they are put up in a hotel. All this happenend afte rthe devbacle of a the Ruby Princes releasing passengers and relying on htem to self isolate -many of whom had covid and thats where the majority of our infections came from.

Same in New Zealand, government pays for the hotels etc for quarantine, this is to stop people travelling to their home to self-isolate.
