Freiburg im Breisgau might also be another consideration.

When in March? Fasnacht week is March 10-16. Also why do you not want to spend any time in Basel itself?

I found much to enjoy in Basel.

For good climate data, see weatherspark.com

What are your interests? I don't see how we can make recommendations without that information....

I suppose you know that there is a lot to do and to see at Basel:
tons of outstanding museum
medieval cty center with gothic cathedral
excavations of a Roman city
famous zoological garden

Basel - Strasbourg is 1 1/4 hrsw by train OW
in the same timeframe you can visit other famous places, like
Bern
Lucerne
Rhine Falls (Neuhausen) and Schaffhausen
Biel/Bienne and Lake Biel vineyards
Zurich
Solothurn and viewpoint Weissenstein
Freiburg im Breisgau
Gengenbach
Titisee
Colmar
as well as the small medieval citiies of
Laufenburg, Lenzburg, Zofingen, Sursee, Bremgarten, Sempach, Willisau, Aarberg, St-Ursanne, Breisach, Riquewihr, Eguisheim.........,

Do not count on good weather in March.

Mulhouse has fantastic museums (automobile and rail).
Colmar is exquisite.
Strasbourg is fantastic.

My suggestions:
  • As a starting point, look at the list neckervd kindly provided.
  • Google "Fasnacht," which WeisserTee noted.
  • Consult a decent guide book.

Colmar is better? Why?

If you are staying at a hotel/b and b/apartment in Basel, you will receive the BaselCard entitling you to free public transportation within a designated area and discounts at many of the excellent museums there.

And there’s a paper museum—

Colmar doesn't even have a wine village. It has a tiny canal and some old buildings. Compared to the top three villages it is nothing and compared to Strasbourg is even less.
