It's really good snorkeling and the closest to Miami.
If you go all the way to Key West, there's an excursion to the Dry Tortugas NP -Dry Tortugas Snorkeling at Fort Jefferson
The seven small islands comprising Dry Tortugas National Park boast some of the best snorkeling in North America. Located approximately 70 miles west of Key West, the park's shallow waters are brimming with tropical fish, coral, starfish and conch. Snorkeling equipment is available on-site, and you'll have several hours to snorkel. To get to the park, you'll board the Yankee Freedom III catamaran at the Key West Ferry Terminal. This daytrip departs from Key West every day at 8 a.m. and returns around 5:15 p.m. Prices start at $190 for adults and $135 for children ages 4 to 16. Each ticket includes a catamaran ride, a breakfast snack, a boxed lunch, use of snorkeling gear and entrance fees to the park. You can snorkel Key Biscayne National Park which is 20 miles south of Miami. However, access is only by boat:
