The Recoleta is widely considered the best area for tourists in Buenos Aires.
The Alvear Palace Hotel, said to be the best in South America, is right there.

Posters above are correct. Recoleta is the safest and most affluent area of the city. It's no coincidence that the Alvear Palace, Four Seasons, Caeser Park, and the new Hyatt are all within a few blocks of eachother. It's simply the best area. I live on the same block as the Alvear Palace and it's simply one of the best for a tourist to stay in. There is a police presence around the clock and the area is great full of great restaurants and outdoor cafes.
It has life all hours of the day and night. It's a good option for most people. The area is very European. Good luck.
