If I was in PV only for 7 hours, I would eat downtown and walk around downtown and on the malecon instead. What time of day will you be there? If in the evening, the malecon is lively. You could eat at the River Cafe (kind of a jungle-like setting in the middle of town)and wander around the island and the south end of town, or eat at Las Palomas which overlooks the ocean and the malecon. Or if there in the evening, eat at Daquiri Dicks which has a great view of the PV sunset (about 6:45pm) and is right on the ocean. Other excellent restaurants in town are Le Bistro (on the island), Cafe de Artiste and Trio. The least expensive I suggest would be Las Palomas and they have great pina coladas and food, the service and view are incredible. So if you eat in town instead of Chicos, you will get a little taste of downtown PV, the best place in the world. Any of these places would be a short cab ride from the airport and all you would need to do is tell the cabbie the name of the restuarant. Oh, I want to go back right now!
If you want even more info, another great message board about PV is:

http://todopuertovallarta.homestead.com/index.html

Many addicts to PV post on this board and they know the city very well. There is also a link to "The Insider" which is very helpful.
