Where to purchase national rail train tickets
Can you purchase train tickets for all of the train companies at any national rail train station ticket office? I will be stopping at Victoria Rail Station to purchase a 7-day travel card. While I'm at the Victoria ticket office, may I purchase train tickets from Paddington to Windsor for a later date? Or do I have to go to Paddington for that?

The answer in the case you cite is "yes you can buy tickets for Windsor from Paddington at Victoria".
I'm not sure you can buy tickets for ALL TOCs (the jargon term) at every railway ticket office, or even at the relatively few offices operated by National Rail.

If you are or will be closer to Victoria than to Paddington, will you also be closer to Waterloo than Paddington? If so, you can get to Windsor from Waterloo too. The train from Waterloo is slower, but you can factor in the travel time to the departure point to determine if the whole trip will be about the same.

Thanks for the info. We will be slightly closer to Paddington than Waterloo, and the fares are less expensive from Paddington, even factoring in the discounted advance purchase ticket to Windsor Castle at Waterloo.
