Hi 1c,

Yes, purchases must be at one store at one purchase time.

In most places the minimum is set by the merchant. The shop keeper also decides if it must be one purchase, one day's total purchases, or if you can combine purchases from more than one day.

Hi Janisj,

I didn't know that.

I thought that it was the Tax people who set the minimum purchase(s) and decided that it all had to be on one invoice from one store.

In Italy (quoted from Italian Customs):

the overall value of goods exceeds 154,94 Euro (VAT included)

and purchased in one store with an itemized bill.

Also, you must declare your desire to have VAT refund document prepared BEFORE they start any purchase process. Some merchants refuse to prepare documents if they start (just start...) any part of the purchase transaction.

Instead of "in most places" I should have said it is different in different countries. For instance in the UK the merchant sets the threshold.

From the UK Revenue and Customs site "Please note that not all shops operate the Retail Export Scheme (look for the Tax Free Shopping sign displayed in shop windows) and those that do often set a minimum purchase level. It is also likely that you will be charged an administration fee by the retailer or refund company for making a refund of VAT. This will be deducted from your refund and will be either a percentage of the purchase price or a flat rate amount."
