El-Also try www.generaltours.com, www.gate1travel.com or www.easterntours.com-they offer a Land of the Tzars tour that is quite reasonably priced. There are several tour operators offering trips of varying length. Some tours are escorted, hosted or you can travel independently. Do you want land only or a cruise tour? You'll also need a visa to enter the country. You can get one independently or pay to have a service company get one for you. Prices vary greatly from company to company. You don't mention when you plan to go, but prices will be cheaper in the colder, winter months vs the summer months.

We leave at the end of this month on a General Tours escorted trip, stopping in both cities you've mentioned. We researched tours offered by several companies (using both our trusted travel agent and internet offerings), and found the tour offered by GT offered what we were looking for at the best price.

Happy Travels!
