I can confirm that runners here wear all types of clothes: running shorts, compression shorts, running skirts, tights. Wear whatever you feel comfortable in 
BTW you can run AND read Pessoa at the same time. Just look down while running west from Cais do Sodre. You will see verse stenciled on the running path!
