Venice
Rome

I know Paris will be on many of your list.
I have only been to Paris once and will go again this fall.

There's a public TV special program on the great cities of Europe. I've been to all of them, most more than once. My opinion has to be influenced by my own interests rather than by which city offers "the most" --- whatever that means. For cities that offer the most, you can narrow the choices down to five or less from probably 90 percent of people. But for my personal interests, I have to say my three are:
1. Vienna 2. Venice 3. Budapest
