The two main providers are TIM and Vodafone. Both allow tethering with their prepaid SIM cards.
TIM has an interesting one-month plan for tourists, which includes 4 gb of data and 100 minutes of calls, which can be used for calling many countries as well as Italy.

Vodafone has a similar plan, which has less data but more minutes, and also includes 300 text messages.

If you want to use the data for tethering, you'd probably be better off with the TIM plan. The Vodafone plan is automatically renewed at the end of the month, unless you cancel it, which I consider a drawback. The TIM plan automatically expires at the end of the month.
Both plans cost the same, €30 including the cost of the SIM card.
