I also don't get your question. Do you mean can you switch German programming into English?
Sort of like "Can you change TV programming in Kansas to German?"
If that is your question - no. But in business-type hotels you will often get one or more stations w/ English language programming like CNN or BBC world service. In small B&Bs/family run hotels - usually not.

With a 90cm satellite dish on the balcony as far east as Munich, you can get all the "wonderful" TV stations from BBC and ITV for free. The further west, the smaller the dish needs to be. 40cm or less in central France. This equipment costs about 50€ or more.
Wonder what the landlord/hotel management says.
And if you have a UK address, you can pay to watch hundreds of trash TV stations from the US and UK (almost) all over Europe.
No need to leave the room at all.

Dish sizes encrypted for UK/US trash TV on Eurobird1:
Central Europe is 30cm or smaller.

You need to find a hotel wit a balcony facing south-south-east.
