I suppose you know that you need the vignette only if you drive on highways. No vignette is needed if you leave the Autobahn at Lindau and drive along the Lake (more scenic than the motorway tunnel anyway) to Bregenz and further on to Fussach - Hoechst - St. Margrethen, where you will reach the Swiss Rhine Valley motorway (about 12 miles).
But as the vignette costs almost nothing anyway (less than 10 USD) you will most probably prefer to use the Austrian motorway and to change to the Swiss one at Altach - Kriessern.

I second Palen (his suggestion made 4 days ago):
As Dianedancer wants to buy a Travel Pass for Switzerland anyway, the best solution might be to drop off the car at Lindau, to board there a boat to Rorschach (half fare with Swiss Travel Pass) and to continue then by train/bus to Bad Ragaz - Zurich or Andermatt - Interlaken.....

Went to autoeurope, where we have already reserved a car but which we can change. The only problem with dumping it at Lindau is that it would be a Sunday and it looks like the car rental won't be open then.
Then again, will have to check out the fare for the ferry from Lindau to Rorschach and then train to Bad Ragaz and then train from there to Interlaken. (The leg from Bad Ragaz to Interlaken will be for 4 of us.)
Might not make fiscal sense.

Driving in Switzerland can be slow going IME if you do not take the autobahns - other roads IME are often crowded with trucks and RVs and are often curving, etc because of the terrain. So side roads sound great and are if you are not in a hurry but it can take longer than you ever think to get to where you're going.
And don't forget that at rail crossings when the barrier is down to TURN OFF you engine - even at stop lights I've seen this done - folks may honk if you do not.

As a footnote to what I wrote above - leaving your car needlessly running as Americans are want to do is complete anathema to Swiss who will angrily at times yell or honk horns to tell you to turn the xxxx thing off! No idling more than a few seconds in any case!

The train ride Rorschach - Bad Ragaz (direct trains) - Interlaken is FREE with the Swiss Travel Card; for the boat Lindau - Rorschach you have to pay 6.40 EUR/pax.
If the 2 people you will drive from Bad Ragaz to Interlaken arrived at Bad Ragaz by car, bike or parachute and if they will leave Interlaken the same way (without having made any mountain railway ride around Interlaken), the car solution may be cheaper, indeed. In all other cases, they would need a kind of Travel Pass too.
