I spent 4 weeks in Malaga in 1999 and loved it. The school was steps from the beach, and on the weekends they had guided tours to Cordoba, Granada, Sevilla, and even Morocco. One weekend I visited the beach at Nerja which were beautiful. I lived with a family and at the time it was very affordable.

Denia (between Valencia and Alicante) would fit the bill: year-round pop. of 60,000 which swells with vacationing families in summer. We used "the language centre" (www.spanishindenia.com) for a short course, and loved it. If your kids can be there in early July, they'll enjoy the week-long festival with bull running, fireworks, etc. Though it's one of the most family-oriented vacation spots we've been to, since it's Spain there's a great late-night party atmosphere (whole families out, watching the fireworks or at a fairgrounds well after midnight) that could please your young people. If that's not lively enough, there are ferries to Ibiza...

My son(17 at the time) attended in the Summer of 2006 the Spanish program at Universidad Internacional Menendez Pelayo (UIMp) in Santander. Santander is a coastal city in Northern Spain (by the Cantabrian sea). The program was very good and Santander is a lovely city (not huge) with a gorgeous beach. He lived with a family. The othere bonus of being in the North during the summer is that it doesn't get as hot as the South. It usually is very pleasant.
