I ended up at Best Western Havly Hotell at the wharf area city centre last summer, (paid 640 nok for a double)probably not more than a B&B. Nearby Skansen Hotel is also on the cheap side.
Try Phileas Fogg restaurant for some Loaded Potatoes for lunch.

Maybe you should try "Det lille huset". It is a small bed and breakfast place pretty close to town. You can reach it on +47 51894089.
