Not everyone who speaks on the BBC necessarily follows what used to be considered standard pronunciation. I would say conTRIBute, but I suspect the conTROVersy over how to pronounce CONtroversy has led some people to shift the emphasis to the first syllable in "contribute" too.

(And the difference is because the operative parts of the two words have different original meanings - it's con(with)+tribute but contro(against)+versy)
