If your query is about moving personal effects, luggage and cars etc. to Spain, there is a handy website at http://www.excess-baggage.com/customs/spain.asp
I can't vouch for accuracy or reliability though.

N:

Just came back from Spain two weeks ago, and the answer to your question is that it depends on what country you are entering from.

The customs process in Spain was cursory at best, and I was asked no questions above and beyond the simple form I filled out.

When I was in Spain, I drove up to France through the coastal road that hugs the Costa Brava. The border was marked, but completely unguarded both ways. In effect, there were no customs between those borders.

If you're inquiring about what a visitor can bring IN to Spain, this info is courtesy of www.tourspain.es

CUSTOMS
"Travellers to Spain are permitted to bring in certain personal effects, a video camera or, alternatively, two still cameras with ten rolls of film for each. Provided that there are external signs of use, a portable radio or cassette player may also be brought in. Similarly, sports equipment for personal use, personally owned jewellery, and camping and hiking equipment are allowed in. An official receipt may be requested which must then be shown on leaving the country.
With regard to tobacco and alcohol, the maximum allowance per person is: 200 cigarettes, 50 cigars, 100 cigarillos or 250 grammes of tobacco, plus two litres of wine or any other alcoholic drink (one litre may be over 22º proof).
There is no limit on the amount of foreign-currency bank or traveller’s cheques, convertible pesetas, or foreign currency in banknotes or coin which may be brought onto Spanish soil."
