So what about VAT refunds?

Before, to get VAT refunds at LHR, you had to show the items, get the form stamped & then drop the form in the mail box.

Since nothing can be carried on the plane, how will the VAT refunds work?

I received my VAT refund on the spot at LHR last August, no mailing required. I had my purchases in a separate bag but they didn't even ask to see them. Sorry, I don't know how it works with the new "system" of no carry-on.

Don't check in your baggage before you get the customs to sign the paperwork. Then put the parcel into the checked luggage.

The VAT desk is AFTER security and the departures desk. In order to put the item into checked luggage, you would have to leave the secure area, go back into the departures desk to check your luggage and then go through security AGAIN! Not practical.

I guess it depends on which airport locates the customs office. In Paris the customs VAT office is before checking your baggage checking aisles. I'm particular mentioning the Terminal 1 in CDG. I can't remember where this is located in Terminal 2.

I cannot reason the customs office for the VAT refunds, if this is for signing the form. It might be different in some airport where the actual cash refund would be after the security control.

Again we have to decide which airport we're mentioning. Like the term-horses for courses.

I think you'll have to ask each airport how it's going to be managed. For the UK start with www.baa.co.uk/[whichever airport].

Thanks, Patrick. Didn't find any info. I should have been clearer that I meant Heathrow. I'm sure it will ease soon.
