it rarely snows in Brussels.

Because it is rare, it causes absolute chaos if it falls.

We had a dusting last year in OCTOBER, between Brussels and Brugges...but it was gone in about 2 hours.

A dusting or light snow--if any. A bummer because we are snow lovers. In 2002, there was some. Over the last few years, we found it's more likely to snow in Brugge than in Brussels.
Sleet, however, is not that uncommon. November seems to bring worse weather than December for some reason. Generally, November/December weather tends to be cold and damp, rather than snowy. The upside of the cold and damp, though, is that many Brussels cafes have lovely, big fireplaces
