I would do the reverse i.e. decide first what job I can/would like to/do and then search for a suitable destination taking into account that it is not easy to start a business in Europe especially if you are not fluent in the language.

If you are Portuguese citizens then Portugal may be a good choice. Cost of living and real estate prices are one of the lowest in Europe and infrastructure is quite modern. Climate in the south (Algarve region) is pleasant; no snow and plenty of sunshine. But economy is slow.

...and more central for other adventures. But just moving to Europe is a gigantic adventure in itself and perhaps best to take little by little. So Portugal seems like a reasonable place to start.

Go to Alentejo, Portugal.
There's a lot of new opportunities in the Alqueva lake region. Reguengos de Monsarraz region on the northern part of the lake will boom in the next few years.
There'll be a huge development going on due to a near 1000 million euros investment. The development has the code name "Parque Alqueva". Here's a link I googled in English: http://www.alqueva.de/alquevaengl.html
I think those positioning in this area now will benefit a lot in the future.
This area might be like Garda lake before the advent of mass tourism.
Climate here is near perfection during Spring and Outumn, not that bad in the Winter. In the Summer this is very hot, but by the lake or by a pool it's great also.
In your trip arou nd Europe, go to Evora and explore this area. There's a fast train line being built here, linking Lisbon and Madrid, there'll be also a low cost airport near.
Everything is cheap, food is great, wine is great, people are great.
