Vouchers are generally not a great deal (and even in Ireland -- they don't really have huge benefit. The B&B owners tend to dislike the programs so the numbers that accept vouchers is a bit limited)
You don't need B&B vouchers in Scotland - they won't save you ££. But some airlines do offer good air fare/car rental packages - sometimes during special fare sales. Often though, you can do as well or better just booking airfare and then renting a car through autoeurope or kemwel. A big advantage - there are none of the crazy car insurance issues like in Ireland. Your credit card will cover you in Scotland so there is no reason you need an all-inclusive package.
