Paris can have the weather you mention pretty much any time of year with the only possible exception of August, and even then...
For historical weather conditions for that time of year you can check websites such as wunderground.com
But yes, I would take an umbrella and a jacket or lined raincoat for sure, and be prepared to layer under the jacket with a sweater.

Sorry forgot about Rome
I was there in very early October and it was downright hot (around 75-80F) with only a little drizzle one evening. 2-3 weeks later I can't imagine that it would have turned
very cold, but again, check the weather websites. It will definitely be warmer than Paris, which is significantly further north.

It was really rather warm stillin Paris in late October last year, never even took my raincoat out of the suitcase, wore just a sweater or stole even at night..but who's to say what it will be like this year.
Rome in late Feb and early march was the same..sweater weather. But it has been coller since.
best just keep checking the weather forecasts. yahoo will give a 10 day forecast that is pretty accurate. I check it just before I pack

I did a Rome/Paris trip only 3 years ago,,,in late October...and can't wait to do it again SOON!! As far as weather goes, you can be sure that it will be somewhat unpredicatable, and checking the longer term forecasts may be of help. However, I think an easier way to approach the situation is to remember that Rome is likely to be much warmer than Paris (when we were there it was at least 75/80F each day with bright sunshine, and Paris was about 48/55F with a lot of rain). It could easily be the opposite for you, so simply remember to layer, layer, layer... and bring something to keep out moisture.....you'll be fine no matter what happens since this trip is going to be a great one for you....Best Wishes
