Rental Car Requirements in Italy?

If that is in reference to not needing an International Driver's Permit - yes, you CAN rent a car w/ just a US drivers License and a credit card. But to <u>legally drive it</u> one does need to have an IDP.
W/o an IDP - if you had an accident your insurance would probably be voided, and if you had been stopped by the police for some reason you'd be in hot water for sure.
