Question about the U.S. Customs tax for a watch upon returning to U.S.

Thanks to all who reply in advance.

While in Berlin I purchased a men's steel Rolex watch. At the Berlin airport the receipts were stamped by German customs and Global Blue took the receipts to issue a VAT refund.
When I arrived in the U.S. I declared the watch's value and searched for a custom's agent to declare the watch.

The officers repeatedly assured me they could discover the price as I had no receipt. They also kept saying the tax is 6.25%. On the Federal Customs page it clearly states a automatic watch, steel with no jewels has a tax of 3.1%.

Can anyone confirm this to be true? That an automatic , steel watch has a customs tax of 3.1%

Thank you again.

BTW the ordeal lasted nearly two hours with the luggage contents thrown everywhere.
